This is the full SNES rom Megaman X. This game came out in the 90s and was the first Megaman game for the Super Nintendo. The plot is more hashed out as you start in a burnt out city instead of at the robot master select screen. There are still 8 robot masters to defeat but there are also upgrades to find hidden throughout the 8 stages including health upgrades, weapon and armor upgrades, and dash boots.
